2005 House Bill 2210 (Farm Seed Provisions)

  • Introduced by Rep. Kent Eken, Rep. Al Juhnke, Rep. Lyle Koenen, Rep. Mary Ellen Otremba and Rep. Aaron Peterson on March 30, 2005, to establish a procedure to allow farmers to retain seed from a genetically modified agricultural crop for planting by the farmer in the farmer's own farming operation in a subsequent crop year. A state seed reservation office would be set up, and could charge a fee for its services. A farmer would use farmer-reserved seed only for purposes of planting subsequent crops in the farmer's own farming operation. Sale of any amount of the reserved seed to another party for planting would be a gross misdemeanor (SF2207 Companion Bill).

The term is called brown bagging and is the primary reason for seed companies to "NOT" invest in more seed research. Wheat varieties have gone stagnent because there is no money in trying to create a variety that will be kept in a bin and reused. Farmers need seed companies to continue funding research for improved yield and disease resistance - especially with the contiuation of Round-Up continous crops.
