2005 Senate Bill 20 (State Health Care Program and Tobacco Tax Increase)

  • Introduced by Sen. Linda Berglin, Sen. John Hottinger, Sen. Becky Lourey, Sen. Julie A. Rosen and Sen. Yvonne Prettner Solon on January 6, 2005, to create a new state “children’s health care security program” for children in households eligible for MinnesotaCare or medical assistance. The program would cover all services currently reimbursed for by the medical assistance program. There would be no enrollee premium cost or cost-sharing requirements. The program would be optional (parents could still buy private coverage). The bill would increase the tax on cigarettes and tobacco products to pay for the program. There would be a “floor stock” tax imposed of 73 percent of the wholesale price of tobacco products. An unspecified amount of money would be spent from a newly established “children’s health security account” to implement this new program (HF132 Companion Bill).

    • Motion by Sen. Yvonne Prettner Solon on January 19, 2005, to add the Senators Rosen, Berglin, and Lourey as co-authors of SF20. The motion passed in the Senate by voice vote on January 19, 2005.
