Don Betzold on April 6, 2005, to permit tobacco use in chemical dependency treatment programs or mental health programs in a separated, well-ventilated area or outdoors "if it is determined by the treatment team that prohibiting smoking would interfere with the treatment of the patient" (HF2135 Companion Bill).
